What many people are missing aside from the fact that the federal governments main duty is to protect the states from outside invasions and/or anything that jepopordizes the safety, property, prosperity or happiness of the people; is no state government has ever been given any authority to change, reword, revise, revoke, abrogate, or make void anything in the state Constitution without a lawful vote of the people at large by ballot on an announced presidential, state or local elections.
Legislators can write all the laws they want but they must first be ratified by the people before they become law.
We have had similar situations in Australia , when left/ socialist state govts engage in international follies.
