When it comes to creating laws: Say what you MEAN, and mean what you SAY!! Stop the Ambiguity in your language. Cover/address as Many Scenarios as you can possible think might arise, and advice the list is NOT All Inclusive. Then if challenge, the SCOTUS will not have to try to figure out what you thinking!! I think all newly proposed laws should be examined by the SCOTUS, Before they are passed, as to Constitutionality!!
