As a retired Air Force Log Plans I audited WRM and Strategic Supplies. I would show up to units reporting 100% on hand and when they opened the doors HALF was "missing." Where did it go? Whenbudgets got cut they "borrowed" and basically left IOUs so they could keep costs down through the year.
